About us

Helping organizations use their own data since 1995

DataUse Consulting Group works with education and human service organizations. We help them build the skill to collect, understand, and use their own data.

What we believe

We believe research inside an organization is a tool for growth. It works best as a shared effort. It should include the people who do the work and the people they serve.

Our role is to help you see what your data looks like inside your daily work. We: (a) find it, (b) record it, (c) shape it, and (d) help your team put it to use.

We do not favor one research method over another. We choose what fits your work. Our aim is data that is timely, useful, and driven by the people who do the work.

Dr. Paul St. Roseman

Dr. Paul St. Roseman founded DataUse Consulting Group and leads it as Principal and CEO. His life as an educator and evaluator began in Oakland schools and youth programs. Since then, he has helped people learn from their own data so they can lead. He brings more than 30 years of experience in evaluation, adult learning, and leadership.

Paul has also held senior executive roles. From 2020 to 2026, he was dean of institutional research and then chief information and technology officer at a university in Oakland. He oversaw research, data, and technology, led a team of more than 10 staff, and managed a budget of over $2 million.

Through DCG, Paul has led evaluations in: (a) college access, (b) workforce development, (c) HIV harm reduction, (d) criminal justice reform, and (e) domestic violence shelters. He designs dashboards and data tools, then hands them to staff to run on their own.

Paul and Dr. David Fetterman developed Gestalt Empowerment Evaluation together. Since 2025, Paul has used it to guide AI in evaluation, with staff checking the AI's work. Recent projects include an AI-supported evaluation system, an AI coaching workbook, and an AI literacy framework. Paul also created the Craft Extension Model, which treats AI as a way to strengthen professional skill, not replace it.

Paul holds a Doctor of Education from Mills College. His dissertation studied how evaluation capacity building shapes stakeholder learning and leadership. He also holds a master's degree from Stanford in policy analysis and program evaluation, and a Certificate in Data Analytics from UC Berkeley Extension.
